There’s several little tidbits from Rosenstein in there. One is he alludes to the ‘broad strategy’ of the Russians being to undermine America. This is counter to the narrative that the Russians were in it for Trump and that Trump was a puppet of the Kremlin.
Don't you think it's possible, even likely, that "the Russians" decided the best way to undermine America was to get Trump elected president? Why else would they favor him?
It's working, too, even if the Russians were only marginally responsible.

And this was clearly done to support an anti-Trump narrative.
Apart from vindicating Trump’s Witch Hunt rhetoric—will anyone pay for these crimes or will it be allowed slide?

I don’t know of one serious authority on the subject who thinks Russians affected the outcome of the election.

And in VERY specific terms, the Mueller Report clearly demonstrates that the Russians acted solely and purposefully to aid Trump. If you'd read it, you'd know that already. I understand, of course, that the big words it used make you uncomfy.

Michael Hayden, former director of the CIA and the NSA, said that although the Russian attacks were "the most successful covert influence operation in history", what impact they had is "not just unknown, it's unknowable."
Richard Burr, chairman of the Senate Intelligence Committee, said "we cannot calculate the impact that foreign meddling and social media had on this election".
I go along with that. Obviously the Kremlin intended it to have an impact, otherwise they wouldn't have wasted their time on it - and they are NOT beginners at this sort of thing. But nobody can know whether or not it had a decisive impact.

It is to Putin's advantage to sew discord within America because that prevents America from being great, looking fabulous, and making him look like the failure that he is at producing a prosperous Russia.

I’m sure the Russian effect was dwarfed by the ‘coordinated leak campaign’ coming out of the 7th floor. The damage done to Trump, by that, was considerable and calculable.
