Mueller only documented the interference. He never tried to determine if actual votes were influenced. That has only been addressed by predictable partisan arguments.

Nobody ever admits their vote was influenced but are always ready to believe the votes of others were changed by money, campaign ads, Russians......

no evidence that Russian attempts to target voters in key swing states had any effect on the election results in those states. Instead, the results were almost totally predictable based on the political and demographic characteristics of those states, especially their past voting tendencies, ideological leanings, and demographics.
 
It makes no sense that Russia would go to the trouble of hacking into our systems and then not change anything once inside.
