Your last sentence is particularly stupid (sorry for being so blunt there). How does the officer know what is the correct amount of physical force to use in pushing the guy back? Should he just tap him lightly and say "get back?" You do note the police told the guy repeatedly to get back and away from him but he ignored that and continued to try and engage them.
So, the guy isn't listening to their orders and continues to do what they are telling him not to. What should they have done? Beaten him down instead? A firm push by the officer seems a totally appropriate escalation after the guy shows he isn't listening to their verbal commands. It's the guy's fault.

I understand it is going to be disbanded...but not because they can't get anyone to be on it. The Chief could just assign the same people to the force...and they'd either do the assignment or have to resign.

But they are going to disband it because the notion of a military style unit in a police department seems to be going out of style.

It did not end with the civil war. we have had institutionalized racism since the war. The blacks were deprived of their rights, prevented from voting and strung up by nooses. They still do not have equal rights in fact. They are redlined in housing . There are so many ways, including cop brutality.,

I am sitting down and I haven't said a word. I can't see where he up and ran and "inserted himself into the situation." Looks like he was standing there when the cop walked up to him.
