Idiot! That is not proper police procedure. Now if these people were certified serial killers and part of a nationwide dragnet, or a Terrorist threat and this was an FBI agent, that may be different. The FBI renders some fugitives as Wanted Dead Or Alive.

You have never attempted to arrest a violent powerful large man before have you? I watched 7 cops battle a normal looking man a homely white guy. They finally got him cuffed but it took all seven and about 10-15 yards of travel. Imaging this big guy. Same guy fought off a police k9.
