A national database of guilty officers, I mean faced disciplinary action and what punishment was taken or turned down, all police departments would have to do is search that database.

That kind of information is available on licensed health care providers like physicians, nurses, dentists, etc. It's one reason why these professions consistently rank at the top of "most trusted." If we are handing power and firearms and charging LEOs to keep the peace, there should be a similar public access to their disciplinary files.
