The Constitution does not think. It is a piece of paper with words on it. Sorry to break to ya, but it has no brain.The Constitution thinks they are "votes."
That happens Jan 6th.When you cast a ballot and count them that constitutes an (electoral) vote.
They can change their mind right up until Jan 6th.If states change their mind it is too late.
They can't. The Constitution has not been amended by the States.States have already delegated that power to the voters of the state.

No, it hasn't. That takes place on Jan 6th.The Constitution refers to "ballots" and "votes" and the "number of votes for each." So, yes, the electoral college has voted.
