Socialism is an integral part of communism, but only communism abolishes private property in theory but not reality. Socialism is just the public ownership of the means of production and distributions.

Socialism is an economic system and communism a political system. You can have socialism without communism but you cannot have communism without socialism.

Your quotation has to do with the withering away of government rather than abolishing private property. We are still waiting for government to wither away in communist systems (those that are left).
