Doing some reading about China's economy would help your knowledge. Many of China's state-owned businesses are owned by local provinces and they push those businesses for more revenue.

1. Selling goods like oil to dirty foreigners for a Profit (pure evil). On a related note Germany has the largest trade surplus in the world.
2. P:rivate in name only (PINO). Jack Ma is more like a gov't bureaucrat, highly paid to be alibaba czar, and serve the State. But as soon as Jack made the mistake of criticizing China's banking system, criticizing the State, ... he got "disappeared" for 3 months.
