Internationl law would have him still attacking Israel thru Syria with the Quds,
as well as funding and supporting Hezbollah.

He acted as an enemy combatant high value target. He was mid-east most important interlocutor

It's not like you can bring him to trial; so "law" isnt effective + international law is 2nd to national security.
