It is only in the rarest cases they do. Most of the time, they show up AFTER a crime is committed. That's one of the reasons we have a second amendment.
This is what we call a strawman. No one has claimed that gun ownership stops ALL crimes.
What we do know is that a very small percentage of the population commits the majority of crimes, therefore, by keeping them OFF our streets, we can significantly reduce crime. Gun insurance laws won't achieve anything but another Supreme Court case that will fail.
I HIGHLY doubt this would survive a challenge with right-leaning justices in the SCOTUS.
The NRA will - I assume - argue that the law precludes poor people from their '2nd Amendment right'.
Taxation is not the way to limit gun proliferation in America.
