Iran barely had a minelaying capability to begin with. Now what they had is on the bottom of the ocean so it's unlikely they'll get very far with that. That aside, they could barely lay any mines in any case. A few scattered ones is a minimal threat at best. It really takes concerted laying to get results. That's a capacity Iran never had.
