It was clear the main guy of Project 2025 had been fantasizing having an Administration corrupt enough and controlling enough levers of power to just destroy the various agencies of government from within. It is all laid out in there, recognizing that trying to get Congress was not the path to dismantle them and instead just appoint agency heads who would do it recognizing by the time the Courts and Congress could act (if they wanted to) the damage would be done, legal or not.
Trump adding in the incompetence aspect picking loyalists but more intelligent people might have not been willing to break so many laws to do it.

FBI Director Kash Patel has filed a $250 million lawsuit against The Atlantic magazine and its reporter Sarah Fitzpatrick, contending its article posted last week that talked about his alleged excessive drinking was a “malicious hit piece.”apnews.com
"In the article, posted on the magazine’s website Friday, author Sarah Fitzpatrick said Patel is deeply concerned about losing his job and that “he has good reasons to think so — including some having to do with what witnesses described to me as bouts of excessive drinking.” Fitzpatrick was also named as a defendant.
His behavior, including “both conspicuous inebriation and unexplained absences,” has alarmed officials at the FBI and Department of Justice, leading one official speaking anonymously to say that worry about what would happen in the case of a terrorist attack in the U.S. “keeps me up at night,” the magazine said."

I am very skeptical too.
If this was Dems (Clinton, Obama or Biden) doing all these things and then was followed by a Republican POTUS and COngress each and every thing done by Democrats would be investigated by them to the max and prosecuted where possible.
Dems tend to not have the stomach or guts to do it.
My hope is that the next Dem gov't or AG puts i place one Special Counsel to investigate and look at all possible legal abuses and law breaking of the Trump term, with the ability to spin out separate Prosecutors and investigation on each one. So unlike Jack Smith chasing all the various Trump lay breaking in numerous courts, as he found distinct cases of lawlessness, instead as the Independent Counsel finds something he feels needs further investigation he appoints a Prosecutor to investigate it. Each instance has its own Prosecutor with the Special Counsel acting more like the AG and checking each of their work and quarterbacking until cases are built to a point they can go to court.
Keep the AG arms length away and only receiving the reports but not being in the decision tree.

Both Mitch McConnell (Senate Leader) and Kevin McCarthy (House Leader) spoke at the end of their term how what Trump lead had criminal consequences and it was the courts and not Congress who had to deal with it. Yes they were passing the buck as BOTH Congress and the Courts should have dealt with it.
On Garlands first week in office he should have said 'we all saw what happened and both the Senate Leader and House leader have called for the Justice system to look in to it and how it was inspired and who lead it, and so i am empowering a Special Counsel to look into that'.
Instead he sat on it for years going after the low level lackies while ignoring the top of the food chain allowing Fox news and Trump to form a narrative to sway a bunch of public sentiment.
