The operative 'thinking' on the Left about making Socialism, or Communism, work is that they can somehow convince nearly everyone to become altruistic.

They somehow convince themselves that they, by rhetorical and use of government, get everyone to do things for others at the expense of their own wellbeing. That defies human nature. People tend to be greedy and selfish. They want 'stuff' for themselves and they sure as hell are not about to willingly and freely work hard and see the results from that given to others, particularly someone who is lazy and not contributing.
This inevitably results in government becoming a brutal dictatorship that forces society to do what they refuse to do willingly. The Left sees this as just an intermediate step until people wise up and recognize the great benefits of giving their shit away to people they see as worthless.
Socialism is the economic system championed by the lazy and stupid, as well as the most greedy and dictatorial in a society. Normal people, everybody else, sees this as an asinine strategy to fuck them over and want no part of it.

it says any powers not granted to the fed revert to the state. There is no reason for a dept of education. On top of that the fed does very little to provide for t he general welfare.

Communism is but one form of socialism. One is a subset of the other.
