Both parties vote as blocs at very high rates by historical standards. The difference between them is usually small and shifts with who holds the majority and what is on the floor.


What the standard measure shows


Congressional Quarterly / Roll Call has tracked “party unity votes” for decades: roll calls on which a majority of Democrats voted one way and a majority of Republicans the other. On those votes they also score how often each party’s members stuck with their own side.


Recent results:


  • 2025 (Republicans controlled the House, Senate, and White House) set the modern record for partisanship: 85.3%of all roll-call votes were party-unity votes, well above the previous high of 74.6% in 2023.
    • Senate Republicans averaged 96% unity and won 93.7% of those votes.
    • Senate Democrats averaged 92%.
    • House Republicans averaged 95% and won more than 90% of unity votes.
    • House Democrats averaged 93%.
  • 2024: House Republicans won 76.6% of unity votes (up from a very low 63.7% in the chaotic 2023 House). Senate Democrats, then in the majority, won a record 94.5% of Senate unity votes.

In short, both caucuses now cluster in the low-to-mid 90s on the contested votes. That is a large change from the 1970s–1980s, when party-unity scores were often in the 60s–80s and cross-party coalitions were more common.


Context that matters


  • The statistic only covers divided votes. Many routine or lopsided bills still pass with bipartisan majorities; those are excluded from the unity scores.
  • Majority parties look more “united” when they control the agenda (nominations, reconciliation, closed rules). Minority parties look slightly less so when a few members from swing states or districts peel off.
  • Polarization measures such as DW-NOMINATE (Voteview) show the same long-term pattern: the two parties have pulled apart and the overlap between them has shrunk. That is true of both sides.

So neither party is uniquely the lockstep party. Both now vote as units far more often than they did a generation ago; year-to-year edges usually track who is in the majority rather than a permanent difference in discipline.
