I do not agree everything has consciousness. But I think panpsychism is correct that there is intelligence everywhere.

I think of consciousness more as a system of intelligence. Not a mental or biological function.

Consciousness IMO needs self awareness. A computer is a system of intelligence but to my knowledge, not conscious.
