Here it is illegal, at least on bigger roads and highways.
Legal in most states.
California just now put some restrictions on them. But cops ignore even those.
They can't go on the freeway. But around town when cars are gridlocked to 10 MPH they go roaring past at 40. Every single day. The point is that children don't need adults to drive them. They have motor vehicles.
