I believe that was intentional. It was like Bush SR. mispronouncing "Hussein." It's not conveying respect for bad people.

it wouldnt work as secretary of defense. What trump essentially did is make the choice that the US would not care if ISIS used human shields. We would still go after them no matter what which is why ISIS is on the run but your seeing higher than normal civilian casualties.
You can have the greatest secretary of defense ever but if your ROE needs you to do an environmental analysis everytime you want to destroy a convoy he will still not be effective.
