In both cases, (1stA & 2ndA) I'm assuming the Constitution can and MUST be updated as society and it's needs advance and change.

The Repubs are in the majority and wrote the bill. They don't let the Dems have input at all. There are some Repubs concerned with the deficits. They may not even have all the reds on board,.
