On average, winter rates of this type of violence were approximately 6% lower than summer rates, while spring rates were about 5% lower than summer rates. The differences between the summer and fall rates were not large enough across the years to be statistically significant. Why, because cold weather keeps people in, as does snow and rain. And there is less violent confrontations. This one month, so far, comparison of murder rates between two cities is meaningless. Come back in December with a full year's worth of data and see how the two cities compare.
