What the United States Attorney is looking for and why?

Maybe he is concerned with law enforcement and he saw laws being broken and he wanted justice served. Did you ever think of that?

The broken laws were outside his purview, or at least that could be construed by critics. So the republican prosecutor did the correct thing and handed the matter off to the appropriate US attorney who handled it in an appropriate way.
If the incriminating materials were subpoenaed they would have undoubtedly disappeared.
US Attorneys are not nearly as stupid as you apparently are.

It also is even more assurance the investigation will go on, even if Mueller is fired.

Two investigations, out of two offices, run by two different United States Attorneys.

Cohen was into illegal campaign donations and money laundering. Mueller apparently saw enough ,that he told the state about it. It was not in his purview, but he encountered criminal behavior. So he passed it along.
