What caused the Bush Recession was the deregulation of subprime lending, beginning in 2004 and extending through to 2007. Just like Bush's Working Group on Financial Markets says.

At its core big government, in the form of government spending, diverts away capital from the more productive sector of the economy which is the private sector. America isn't the world's economic leader because we rely on government for our growth. Government plays a role but more as a referee. It's job is to allow the private sector to flourish.
