Young men helping an elderly couple

the elderly often have to pass special tests to do so

I've never heard of such, but I doubt that poor old guy could pass. I get it that the elderly need to get around, and often have no one to help, but, at some point it's just too dangerous.

Here in PA it's usually left to one's family Dr. to make a determination. My mother (she's 92) drives nearly every day and her Dr. signed for her.
When my father started showing signs of dementia, the Dr. pulled his license.
As for "special tests," there are none that I know of here in PA.
