The percentages for each quarter are for growth over the previous 12 months.
The number for the 4th quarter is technically the yearly growth from the previous year.
Economists have a couple of ways to calculate yearly GDP growth. None of them are the way you are doing.

Then you have to decide if you are doing GDP growth or real GDP growth which is inflation adjusted.

Even parties out of power can draft bills just to make a point, and get people on the record. Furthermore, right now you guys hold the house. What bills are being drafted to cut spending right now, by the Democrats? What you're saying is a fucking cop out bro, and you damn well know it. Neither side is doing a damn thing to cut spending. I don't see anyone in Washington talking about deficit spending. Contrast that with every day of Obama's tenure.

I believe a budget was passed recently that covers spending to Sept. Not sure the House is addressing trump's ridiculous budget proposal. One thing's for sure...they ain't funding no wall.

Where did we get $12b for soy farmers, btw?
