His view was that America is being divided. That the 'Elites' don't 'rub shoulders' with the rural and poor folk that make up the majority of the Military. To put these people in contact with one another, he's proposing a National Service. He's not proposing this in a 'War Setting' but as some kind of national service to the Country. He didn't elaborate past that.

The impression I have is it's something you do after High School, like 'Grade 13'. You're tossed in with all races, all genders, all religions, and all people from across the country to work as a Team. (I don't know the details, maybe you fight forest fires for a year?)
