Okay, your article says the U.S. initially "invested" 750 million in the northern triangle, with them kicking in a commendable almost 55 BILLION. So what happens then? According to the article, things start to improve. So we take the training wheels off(by 19%, the article says we reduced foreign aid by almost 20%)to the tune of 142.5 million bucks(and I assume this is split among 3 countries), and you're trying to tell me that THIS is enough to spark a massive stampede of illegal immigration?
 
The millions of dollars of taxpayer money has not gotten to the people who need it in those countries. Thank our great president, President Trump for stopping this corruption.
