The bombing of the Oklahoma federal building occured on Apr 19th, 1995. That is 24 years ago, not 22. Today is not Apr 19th. 168 were killed, and 680 were wounded. The building was destroyed along with the truck carrying the bomb, based on ANFO and triggered by a large firecracker lit by a time delay incendiary. McVeigh was executed for this retaliatory attack on the Federal government.

The Constitution of the United States, 2nd amendment, which clearly describes the right of a free State to form militias. They are not soldiers. They are militia.

Depends on the State. Different States have different constitutions. In Washington, for example, the militia is organized under State government. In Kentucky, the militia is simply declared to be all able-bodied males between 18 and 45 years of age.

In general, the militia is the people of the State, organized to defend that State and it's people.
