Your claim is ludicrous, somehow the fact that it might relate to impeachment limits the foreign affairs committee’s authority?
 
I’m pointing out that the issues they are investigating fall under their purview. You’re stupid if you don’t think they don’t. Many years ago the house intelligence committee was authorized to investigate and issue subpoenas on anything relating to the intelligence agencies.
