I think the 'religious' bit is mostly a front. Saudi Arabia is extreme-reactionary (with, yes, necessary modern trimmings) whereas Iran is anti-colonial (with, yes, all sorts of crap to go with it). The religious bit was forced on everybody because even America didn't think it wise to ban religion, so everyone had to work through the Mosque.
