That was in addition to the regular welfare farmers get because they were hurt by the tariffs. It was not about imports but the huge Chinese market for American exports that was reduced by the tariff battle. If we impose a tariff the other nation is going to retaliate.

But I don't pay a lot of attention to the Department of Agriculture.
