There is nothing in the Constitution about the Speaker having to file anything. The majority of the House voted to impeach-- that is all that is constitutionally required.

You have to be accused of a crime. No crime is listed in any article of impeachment. See Article II, $4 of the Constitution of the United States.

Where do we find these people? Obstruction of justice refers to those who had judicial authority. Congress has legislative authority. It is up to the courts to determine the balance.

Why would trump do that? We all know he is clean. That is what a guilty person with something to hide would do. We know Trump has nothing to fear. Why is he so scared?

Obstruction is not limited to those with judicial authority. Impeachment articles against both Bill Clinton and Richard Nixon dealt with obstruction of justice and neither of them had judicial authority. Congress has the power to investigate and needs to subpoena information and witnesses to conduct them.
