They have all the authority they need to create something like the IRS. NOTHING specifies that they themselves have to go out and collect the taxes.
 
No, the Constitution you hate has specific provisions in it related to the military. Nothing about collecting taxes says "IRS".

None. Just limits. The military is created, hired, and maintained by Congress. Just like the IRS. In both cases, the executive branch executes the law using these entities created by Congress.

Difference is the Constitution specifically mentions the military yet says nothing about the IRS as an entity.

Nothing specified they can create the IRS.

If you read the words in Article I, Section 8, it specifically says CONGRESS shall lay and collect taxes. It doesn't say Congress can pass it along to someone else.

For the purposes of collecting taxes, yes. Congress created the IRS. Congress owns the IRS. Congress can destroy the IRS anytime they want to. Congress determines the taxes the IRS is going to collect. They have the President manage it, just like any other agency. Did you know that Congress can create agencies to assist in it's constitutionally enumerated powers?

They did create it but they aren't the same body.

Where does Congress have the delegated power to create agencies for which no direct wording exists?
