8 months of "but her emails" dragged down Clinton's favorables to the point that Comey's announcement was all it took to solidify that narrative in the heads of voters. The same thing will happen with Biden and Burisma and the GOP's sham Senate investigation of him. Count on it. We can't avoid it with Biden. It will be the central piece of Trump's campaign against him. Also, Biden is currently polling worse vs. Trump than Clinton was at this point in 2016.
But no one cares when Trump does it because the standards we hold Trump to are quite low.
But we're already holding Biden to a much higher standard that he simply can't deliver on; think about what happens with Biden when he speaks for more than 30 seconds without a script...he doesn't have a message, and he becomes incoherent. "Civility" is not a message, and "restoring civility" is not a winning strategy because we had that question in 2016 and the voters spoke.
Biden can't simultaneously message "civility" while using rhetoric like "punching Trump in the mouth" or anything like that. If "civility" is his thing, then he can't levy any attacks on Trump or posture toughness. "Genteel warrior" is a very narrow niche that only Ian McKellen, Patrick Stewart, and Obi-Wan Kenobi can pull off. And Obi-Wan isn't even real.
Except Trump’s gaffes are of a different nature. His grammar can suck, he has his words like ‘Jina’ for China. His worst failing is saying things he shouldn’t be saying. He’s gotten better about it but he’s apparently incapable of totally getting past it. On the other hand, Trump does rally after rally where he speaks for over an hour without giving his many enemies in the media any gaffe fodder. And he does it time and again.

Biden is held to an entirely different standard, as fair or unfair as it may be. Trump has the luxury of wallowing in his low standards because his supporters don't hold him to any of their own, so it becomes a much easier proposition to punch up at Biden and seize upon every gaffe, transgression, or misstatement he makes...which are sure to be many given he's Joe Biden.
By setting the bar on the floor, Trump has given himself leeway to make an issue of Biden's lack of coherence. And I think that sucks A LOT, and it's why Biden struggled for so long during the primary until the field cleared itself out for him this past week.
