Public schools are not taxed at the federal level. They are local taxes, authorized by your State, along with levies that are put up for vote from time to time. They are usually part of the property tax in a State.

Nothing authorized the federal government Social Security program or the Medicare/Medicaid program. They DO have the authority to implement a healthcare program for it's employees and ex-employees, including the military services. That is paid for out of the military budget, one of the reasons the federal government was even created in the first place.
