Trump held a press conference everytime he got off a plane or a chopper over the last three and a half years. That it wasn't held in the White House press briefing room doesn't mean they weren't held.
You obviously are uninformed about independent agencies. They are called independent because they are not under the direct control of political bodies. The president appoints the members, but cannot usually remove them without good cause (not political differences). Many times those appointments are regulated by legislation, such as half Democrats and half Republicans. The president cannot dictate the decisions of independent regulatory agencies and his executive order is unlikely to withstand court scrutiny.
