The reason we have a Federal Government is because there needs to be a central organization to bind us all together. If any State should take a course which harms the other States, or the whole, then it is the job of the Federal Government to preserve the Union.

State's Rights are similar to Individual Freedoms.

The freedom of one must end where it begins to encroach upon another.

The whole must be preserved.
