What, exactly, should he apologize for? His crew found what they thought was a noose. He didn't make up a physical attack. He didn't even see it. His crew saw it, and reported it.

Having a garage pull-rope in the shape of a noose is pretty weird, honestly. I've seen hundreds of garage pull ropes, and never saw one tied like a noose.
