Putin is very conservative and wants Russia to remain free from the taint of western liberalism..

Putin is whatever he needs to pretend to be to stay in power. I would not use the word "free" to describe anything about it.

Although he styles himself as devout, I do not think Putin gives a rat's ass about religious or cultural issues except to the extent they enhance his power and influence.

Outside of 80 years of communist rule, Orthodox Russia has always been a quasi-theocracy. Large parts of the nation are not interested in certain western liberal values. Moscow and Saint Petersburg can be more libertine than most parts of Puritan America, but still the Russian character tends to be reserved and not welcoming of open displays of gay pride.
 
I have to admit it was pretty stupid to fly any flag over our embassy except the American flag......or wait, was that American fag......

They passed a law forbidding children being exposed to Gay propaganda. we dont do that here, but it's not a bad idea
The law has extensive support from the Russian people and the Russian Orthodox Church.
So it's not just Russian nationalists.

Naturally the west condemned it. The west is perverted to a large extent (my opinion).
but whether you agree with that or not,children should not be presented with a gay lifestyle being just another choice.
Let them grow up and then make their own decisions

Putin does care about the Russian people,in the same way Trump or Biden care about the USA..
I completely agree with the rest of your post -Russia (not just Putin) has long called the west "decedent"
