History isn’t needed to prove that Dementia Joe is violating the Civil Rights Act when he stated that he was going to pick a black woman as his VP candidate.

A political pick that is stated, based solely on race and gender, does violate the spirit of the Civil Rights Laws and perhaps the letter of the law.
