Viruses don’t produce spores [sporulate] at least in the sense bacteria and fungi sometimes do.

They’re little more than packets of genetic material surrounded by a simple shell [simple compared to ‘higher’ single cell organisms] and do little more than hijack the host cells machinery and get busy replicating themselves. They don’t have organelles, endoplasim, mitochondria and etc. Bacteria in contrast are insanely complex by comparison.

virus are RNA if I recall, and the protein shell. They are not spores

He always said "mandate" you are the one inserting "binging" into it -he never said binding one way or the other.
He was clear ( as clear as his foggy brain could be) that he was gonna issue a mandate

Simple. It would piss off a lot of Americans.
 
If it is unconstitutional, then he had to walk it back. This is not tough to understand. Biden is correct. We should have national laws on masks.
