no.....in both videos it is easy to see the white SUV moved left to the next lane.......the truck moved up.........you can see that the truck's driver side front tire is about two feet to the right of the white lines dividing the lanes.......contact between the two vehicles occurred in the lane occupied by the bus and truck.....the white SUV deliberately tried to force its way into the lane.......if you look closely you can see that there WAS no lane to the right of the truck......the SUV was actually trying to force the truck off the road.....

The US, all of Europe, and other places use similar vehicles as pilot or escorts. They are clearly and conspicuously marked, have warning flags, flashing lights, and other visible markers showing what they are.
Yeah but that's usually for oversize loads. And funny that you should talk about flashing lights because I mentioned that they used hazard lights.
