But revenue for 2018 was lower than 2017:

2018 Total Revenue: $3,330,470

Is $3,393,634 > or < $3,330,470?

2019 Total Revenue: $3,497,468
2020 Total Revenue: $3,416,814

So three years of tax cuts took us from $3,393,634 in 2017 to $3,416,814 in 2020, which is a gain of $23,180 or 0.1%.

Now, what was inflation from 2017 to 2020, since this is all in Real Dollars? 5.6%. So subtract that from the percentage gain and you end up with -5.5%.

So...the Russia Tax Cut depressed revenue by 5.5% in 3 years.

So no credit is given to the tax cut for 2017 revenue, since it changed the rates beginning in 2018, according to the legislation itself.
