At least w/ South Africa it was coupled with divestment - and you had a partner that was working to change apartheid in Mandella to go to. internal and external pressures

get some achievable goals
get some momentum for any kind of improvement

A thread based on a deflection. No shock. Trump did nothing about Russia until he was forced and it was all paint, with no depth. We had a president who hid the official discussions with Putin. Why? Trump did not allow transcribing of talks and he trusted Putin's translators. It is easy to see how wrong that was and why he did it.
