Considering that California is the 6th largest economy in the world, I knew they couldn't be referring to it's GDP. That made me wonder if they did have the highest poverty rate.

calif poverty rate is California 13.00% 5,149,740 people great for the largest economy above the national average

now for instance you used wv for a example over 17 percent in poverty a high rate , but its mostly a rural state and has 1.7 million people in it while California has 3 times as many people living in poverty as the entire state of wv has people total in it. there are about 340,000 people in wv living in poverty while cali has 5,149,740 almost 16 times as many people living in poverty
