Because for the next three hours there were efforts made to disperse the crowd outside in anticipation of the 6 pm DC curfew. By 6 pm it was pretty much a completely done thing. The riot inside the Capitol ended around 3 pm and was completely over by 4 pm, but the crowd was still outside until nearly six.

The problem with Congress is too much money. The assholes are constantly running for reelection and sucking off funds from major donors. They expect the American public to accept that those major bucks don't influence their political decisions.
Election reform would be harder than banning guns in America. Maybe We the People can push for it one step at a time such as extend the terms of Representatives to four years or more oversight on who is donating to whom.
