There is a quasi legal aphorism for this. Something about laws not having the strength of a well worn custom. Or nothing bringing as swift reproach as violation
of a custom. Must be my long COVID-19 brain fog. I can't remember the exact. But it's apropos. People think masks are weird only beause the are not
