Sometimes you can't change people- no matter how hard you try!
My Dad told me a story about his time in the Navy when he was stationed in the Philippines during WWII.
He said that the native women walked around topless in that country and that was sociably acceptable there.
But the commander over the US NAVAL base felt that that was distracting to his men, and so he donated thousands of GI issued T-Shirts to the local community that surrounded the base.
A few days after the T-Shirts went out to the public, the local women were wearing their new T-Shirts alright- BUT HAD TWO HOLES CUT OUT IN THEM SO THAT THEIR BREASTS COULD STILL BE EXPOSED!
It seems the women went topless to attract mates.
But even though the commander had the greatest of intentions, it was another military failure! NO DOUBT!
