Yes, the president is responsible for what happens during his term, not in reality, but politically. Not sure if "treason" is the legal term, but those who planned to overthrow the US government certainly deserve to be hanged like traitors.

Not a lawyer, but, IIRC, anyone who plans a felony is responsible for any deaths associated with that felony. Maybe a case of second degree murder could be added since it was foreseeable this insurrection would end with the deaths of Americans.
