Sure, anyone can have a pool....as long as they can afford to pay.I know lots and lots of middle-class ppl with backyard pools. They are not just for the wealthy. Most municipalities -- and insurance carriers -- require that a pool (aka "attractive nuisance") be securely fenced in with a locking gate when not in use.
