Actually, there is no such limitations on States when forming their own militias.
A State may form a militia to defend itself WITHOUT waiting for Congress to get off it's butt.
How the heck will this in any, REMOTELY significant way, curb gun violence?
The VAST majority of people do not die of 'any negligent or accidental use of the firearm'.
They die because someone deliberately shot them.
How does this legislation curb that?
All this nonsensical law does is make it more expensive to legally own a registered firearm.
Thus encouraging more people to NOT register their firearms.

More people identify as independents but they can't vote as independents. Most Americans tend to vote regularly for one party ("leaners") even if they call themselves independents. There are no more Blue Dog Democrats.
Trump failed to win the popular vote in either of his presidential elections. That should tell you why he lost.
