Agreed. It's a form of taxation to pay for systems upgrades and monitoring. Hunters pay for conservation through their licenses.

Sure, there's a safety aspect to people knowing how to drive to a minimum level before turning them loose on American society, but the fees pay for the oversight, not their training.
